PESHAWAR: With approximately 190 high and higher secondary schools in Peshawar district, the reported low participation in school sports competitions has raised questions about the performance of Physical Education Teachers (PETs) and the effectiveness of the education department's sports programme.

According to the information available, eight schools registered for hockey competitions, but only five participated. If participation in other sports is similarly limited, the Education Department and district sports authorities need to explain why school sports are failing to attract broader participation.

If only a small number of schools take part in competitions, what sporting activities are taking place in the remaining schools? Are physical education teachers conducting regular training sessions, organising school-level competitions and identifying talented students, or are sports activities being neglected?

The issue requires a clear assessment of the responsibilities of PETs, school heads, district sports authorities and the Education Department.

If teachers are not fulfilling their duties despite having the necessary facilities, their performance should be examined. However, holding teachers solely responsible would be unfair if schools lack playgrounds, sports equipment, funding or opportunities to participate in competitions.

The authorities must establish whether the problem lies in individual performance, inadequate facilities, weak supervision or shortcomings in the organisation of school sports.

If the government wants to reduce unnecessary public expenditure and improve efficiency, it should begin with a transparent, evidence-based assessment of physical education services.

The Education Department should require every school to submit annual records of sporting activities, student participation, training sessions, competition entries and available facilities. These records should be independently verified, and any employee found neglecting assigned duties should face action in accordance with the applicable rules.

The assessment should also examine whether school heads and education officials are ensuring that physical education receives appropriate attention.

The fundamental question is whether public spending on physical education is translating into meaningful sporting opportunities for students.

The authorities should disclose how many PETs are posted across the district, how their performance is assessed, how many schools conduct regular sports activities and what measures are being taken to increase participation in competitions.

The key question for the Education Department is this: Are physical education teachers helping develop the next generation of athletes, or are school sports activities being neglected while the system continues to operate on paper?

The reported hockey figures alone do not establish widespread negligence. A district-wide review of staffing, facilities, participation and performance is needed to determine the actual scale and causes of the problem.
