PESHAWAR: Questions over the management, revenue and
expenditure of sports grounds under Town-I Peshawar have resurfaced after an
RTI application seeking detailed official records reportedly received no
response.
An application under the Khyber Pakhtunkhwa Right to Information
Act, 2013, was submitted on August 29, 2026, seeking
information about sports grounds, their revenue, staff, Gymkhana Ground,
cricket nets, salaries, expenditures and booking records.
The requested information includes a complete list of all sports grounds
within Town-I, their locations, area, ownership or administrative control, and
details of the officers or branches responsible for their management.
Information was also sought about employees deployed at each ground,
including their names, designations, BPS grades, duties, salaries and
allowances.
The RTI application further seeks monthly and annual revenue details for the
financial years 2023-24 and 2024-25, including booking fees,
rentals and other collections generated from each sports ground.
Copies of receipts, challans, deposit records and relevant financial
statements were also requested to establish how revenue generated from the
grounds was collected and deposited into government accounts.
Particular information was sought regarding Gymkhana Ground Peshawar,
including the available sports facilities, number of cricket nets, prescribed
fees, revenue generated from the nets, staff details and expenditure on
electricity, water, sanitation and maintenance.
The application also seeks a complete record of ground bookings, including
the name of the individual, club, institution or organisation using the
facility, date and duration of use, fee charged, receipt or challan number, and
date of deposit of the amount.
Details of any free or discounted use of the grounds were also requested,
along with copies of the relevant approvals, orders or permissions.
The applicant has further asked that if any requested record is not
available, the department should specify which officer or branch is responsible
for maintaining such records and explain whether the record was never prepared,
transferred or destroyed.
Where any official record has been destroyed or disposed of, copies of the
relevant disposal or destruction orders have also been sought.
The information is being sought in the public interest, particularly in
relation to the use of public sports facilities, revenue collection and
expenditure from public resources.
The applicant has requested that certified scanned copies of the records
also be provided electronically in line with the provincial government's
paperless policy.
The absence of a response has raised questions about the accessibility of
official records concerning public sports facilities and the revenue generated
from them.
