Tourism Police Motorcycle Records Remain Unavailable Despite RTI Request Pending Since May 2025

Peshawar: Information sought under the Khyber Pakhtunkhwa Right to Information Act, 2013 regarding the use, deployment, fuel expenditure and official movement of motorcycles assigned to the Tourism Police has remained unresolved for more than 15 months.

The original information request was submitted to the Public Information Officer of the Khyber Pakhtunkhwa Culture and Tourism Authority on 8 May 2025. The requested information included details of fuel consumption, expenditure, deployment of Tourism Police personnel, location and use of motorcycles stationed in Peshawar, and relevant logbooks and official records.

When the matter was not resolved, a complaint was subsequently filed before the Khyber Pakhtunkhwa Information Commission on 11 July 2025, bearing complaint/data number 12677. Despite the passage of considerable time, the matter remains pending.

The information sought concerns government-owned motorcycles and expenditure from the public purse. The questions specifically seek documentary records showing where the motorcycles are located, whether they are being used for field operations, official duties or other purposes, how much fuel has been consumed, what expenditure has been incurred, and whether proper movement and maintenance records are being maintained.

Particular questions were also raised regarding six motorcycles reportedly stationed at the Tourism Police/departmental headquarters in Peshawar. The information request sought their present location, official use during the preceding 12 months, movement records, logbooks, maintenance records and the administrative justification for keeping these motorcycles in Peshawar rather than deploying them in field areas.

The prolonged delay raises a basic accountability question: if these are government assets purchased and maintained with public money, why has it taken more than a year to provide or formally account for basic records concerning their use and expenditure?

The issue becomes more significant because the requested information does not concern private or confidential matters. It relates primarily to government assets, public expenditure, official deployment and administrative records.

The RTI framework exists precisely to allow citizens and journalists to examine how public resources are being managed. A prolonged failure to resolve a request, particularly after a complaint has been filed before the Information Commission, raises questions about the effectiveness of the transparency mechanism itself.

The concerned authorities should clarify:

  1. What action has been taken on the RTI application submitted on 8 May 2025?
  2. Why has the requested information not been provided within the statutory framework?
  3. What progress has been made on complaint/data number 12677, filed before the RTI Commission on 11 July 2025?
  4. Where are the six motorcycles reportedly stationed in Peshawar currently located?
  5. What official duties have they performed during the relevant period?
  6. Are movement registers, logbooks, fuel records and maintenance records available?
  7. How much public money has been spent on their fuel and maintenance?
  8. If the motorcycles are intended for Tourism Police field operations, what is the administrative justification for retaining them at headquarters?

The delay itself does not establish misuse or wrongdoing. However, the absence of timely documentary disclosure makes it difficult to independently verify whether government vehicles are being used strictly for their intended public purpose.

The matter therefore warrants a clear response from the Khyber Pakhtunkhwa Culture and Tourism Authority and the Khyber Pakhtunkhwa Information Commission, particularly regarding the status of the pending RTI complaint and the records sought under the law.
