KP Ombudsman Issues Final Notice to Sports Directorate Over Alleged Unfair Distribution of Grants

Peshawar: The Provincial Ombudsman Khyber Pakhtunkhwa has issued a final notice to the Directorate of Sports, Culture, Tourism and Youth Affairs over an alleged unfair distribution of financial grants among athletes and summoned the department for a hearing on September 1, 2026.

According to the complaint and the notice issued by the Ombudsman Secretariat, three athletes have approached the Ombudsman, alleging that they were treated unfairly by the Sports Directorate and were excluded from the official summary prepared for financial assistance.

The complainants maintain that the provincial government had approved Rs600,000 for each eligible athlete as financial assistance through a decision approved by the provincial cabinet. However, according to the complainants, their names were not included in the summary submitted for approval/payment, resulting in their exclusion from the financial assistance.

The case has now reached the Provincial Ombudsman after the department allegedly failed to provide a written response despite repeated notices.

According to the Ombudsman Secretariat, notices had previously been issued to the department on June 18, July 6 and July 28, 2026. The Secretariat expressed concern that no written response had yet been received from the department, causing a delay in the disposal of the complaint.

Exercising powers under Regulation 12 of the Khyber Pakhtunkhwa Provincial Ombudsman Office (Registration, Investigation and Disposal of Complaints) Regulations, 2011, the Ombudsman Secretariat has fixed the hearing for September 1, 2026, at 11:00 am.

The department has been directed to nominate an officer of BPS-17 or above who is fully conversant with the facts of the case and is authorized to make commitments on behalf of the department. It has also been directed to produce the original case file and complete relevant record at the hearing.

The notice further warns that if the department fails to appear at the hearing or does not comply with the directions, the case may be decided without further hearing.

The key issue now is whether the provincial government had approved financial assistance of Rs600,000 per athlete, and if so, why the three complainant athletes were not included in the summary, at what stage their names were excluded, and what documentary justification the Sports Directorate has for their exclusion.

The department's record may also establish who prepared and approved the summary, what criteria were used to select the athletes, how many athletes were included, how much money was approved and released, and whether the complainants met the eligibility criteria.

The Ombudsman's intervention also raises questions about the department's failure to respond to three earlier notices. The department will now be required to explain its position before the Ombudsman and produce the relevant official record.
