2024 RTI Request, 2026 Reply? KP Sports Directorate Record Raises Questions

PESHAWAR: Correspondence between the Khyber Pakhtunkhwa Sports Directorate and the Khyber Pakhtunkhwa Information Commission has raised questions over the handling of Right to Information (RTI) requests and the accuracy of official records.

According to the available official record, an RTI application was submitted to the Director General Sports, Khyber Pakhtunkhwa, on April 9, 2024, seeking information about the post of Director Development, the officer's salary, and the status of certain sports development schemes.

However, the official letter issued in response to the request bears the date July 31, 2026. The diary stamp of the Khyber Pakhtunkhwa Information Commission shows that the letter was received on August 4, 2026.

If these dates are accurate, the response to an RTI request submitted in April 2024 was issued almost two years later.

There is also a possibility that the date mentioned on the official letter is a clerical or typographical error. However, the discrepancy itself requires clarification from the department.

According to the information provided in the official response, Munir Abbas, a Grade-18 officer, has been holding the additional charge of Director Development, a Grade-19 post, for the past one year, while receiving salary according to his substantive grade.

The response further states that the Choha Gujar sports scheme was de-notified due to a land dispute with local residents and subsequent litigation.

Regarding the Palosi Sports Complex, the department stated that the contract has been awarded and civil works are currently underway.

The record raises a broader question about the timely processing of RTI requests by the Sports Directorate. If the April 2024 application was actually answered in July 2026, the department needs to explain the reason for the delay. If the 2026 date is a clerical error, the department should clarify when the response was actually prepared and issued.

The matter is therefore not simply about a delayed RTI response. It also raises questions about the accuracy and maintenance of official correspondence and records within the department.
