25, 35 or 40? KPCTA Records Raise Questions Over Tourism Police Motorcycles, RTI Request Pending for 15 Months

Peshawar: Serious questions have emerged over the procurement, number and allocation of motorcycles for the Tourism Police under the Khyber Pakhtunkhwa Culture and Tourism Authority (KPCTA), after different figures appeared in documents available on record.

According to an RTI response issued by the Public Information Officer of KPCTA in April 2025, the Tourism Police had 25 Honda 150cc motorcycles procured for its operations. The response also provided a district-wise distribution of those 25 motorcycles.

However, a document issued in August 2026 shows 35 motorcycles allotted to the Tourism Police. The same document provides a district-wise breakdown, but the figures listed for the districts add up to 34 motorcycles, while the document states the total as 35.

Another important document is an Atlas Honda quotation dated October 8, 2024, for 15 Honda CB-150F motorcycles. The quotation lists the price at Rs. 589,900 per motorcycle, with a total quoted value of Rs. 8,848,500.

It is important to clarify that a quotation alone does not establish that the motorcycles were purchased, paid for or delivered. However, because the quotation predates the April 2025 RTI response by several months, it raises questions about what happened to the proposed procurement and whether those motorcycles were subsequently purchased and received by KPCTA.

KPCTA Needs to Clarify

The authority should explain:

  • Why were 25 motorcycles reported as procured in the April 2025 RTI response?
  • What happened to the 15 motorcycles quoted by Atlas Honda on October 8, 2024?
  • Was a purchase order issued for those 15 motorcycles?
  • Was payment made for them?
  • Were the motorcycles actually delivered to KPCTA?
  • If the motorcycles were purchased, paid for and delivered, why were they not mentioned in the April 2025 RTI response?
  • How did the number become 35 allotted motorcycles in August 2026?
  • Why does the district-wise breakdown of the reported 35 motorcycles add up to 34?
  • If the total procurement under the relevant project was 40 motorcycles, what is the current status, location and allocation of the remaining motorcycles?
  • What do the complete purchase orders, payment records, delivery challans, stock register and asset register show?

The Pending RTI Request Raises Another Question

The issue is further complicated by an RTI application submitted in May 2025 under the Khyber Pakhtunkhwa Right to Information Act 2013 to the KPCTA Public Information Officer.

The application sought detailed information regarding the motorcycles, including:

  • District-wise and monthly fuel consumption
  • Fuel budget and expenditure
  • Motorcycle-wise usage
  • Number of Tourism Police personnel deployed in different districts
  • Current location of motorcycles reportedly stationed in Peshawar
  • Official use and field deployment
  • Logbooks
  • Movement records
  • Maintenance records

According to the applicant, the RTI request remains pending with KPCTA as of August 2026.

The pending request is particularly significant because different figures regarding the motorcycles have emerged during the period in which the requested information remained unanswered.

On one side, the April 2025 RTI response stated 25 motorcycles had been procured. On the other, an August 2026 document shows 35 motorcycles allotted, while an October 8, 2024 Atlas Honda quotation records a proposed supply of 15 additional motorcycles.

If the authority maintains complete procurement and asset records, it should also explain why the detailed information requested in May 2025 has still not been provided.

The central question is simple:

How many motorcycles were actually purchased, how many were received, how many were allocated, where are they currently located, and what does the official asset record show?

This report does not allege corruption, misappropriation or deliberate misrepresentation by any individual or official. The issue is the apparent discrepancy between official figures and the need for a clear, documented explanation from KPCTA.

KPCTA's response will be included if and when it is provided.
