Why Were the KP Olympic Association Elections Postponed? Big Questions over Constitution, IOC Reforms, PSB Policy, and Unaffiliated Associations

PESHAWAR: The elections for the Khyber Pakhtunkhwa Olympic Association (KPOA) were last held on February 13, 2022, for a four-year term. Following the completion of this constitutional tenure, fresh elections were scheduled for February 2026. However, despite the deadline passing, the electoral process has yet to begin.

The primary reason behind this delay is cited as the ongoing amendments to the KPOA constitution. These changes are being made to align the framework with the International Olympic Committee's (IOC) updated Olympic Charter and the new governance guidelines issued by the Pakistan Olympic Association (POA).

According to Zulfiqar Butt, the Secretary of the KP Olympic Association, the POA has granted a six-month extension to the current administration to adapt the constitution to these new requirements. He stated that the elections will only be held once the new constitution is formally approved by the General Council. He added that while the current constitution is about 90% compliant with the IOC Charter, amendments to a few fundamental points remain indispensable.

Zulfiqar Butt further explained that the current executive committee consists of around 33 to 34 members. Under the proposed constitution, this number is being scaled down and restricted to just 20 members. According to him, this is the most significant structural change, though work is ongoing on a few other matters as well. He noted that the deadline to finalize the constitution is November, after which the elections will be conducted under the new rules.

A recurring question in the sports community is why the exact same individuals have held various positions across multiple sports federations and associations for many years.

Addressing this, Syed Zulfiqar Butt clarified that this matter falls under the jurisdiction of the respective federations. He explained that certain federations hold autonomous status governed by their own international constitutions and regulations, which is why the situation varies from one federation to another.

The Pakistan Sports Board (PSB) has introduced a comprehensive national sports governance policy for federations and associations. This policy outlines clear rules regarding the age limits of officials, tenure caps, transparency, and administrative reforms.

According to the policy, if a federation receives financial assistance from the PSB, it is strictly bound to comply with the board's regulations and affiliation criteria. However, if a federation is solely affiliated with an international body and does not receive funding from the PSB, its legal standing and obligations may differ.

There are several sports associations active within the province whose status raises serious questions. These bodies are neither affiliated with the Pakistan Olympic Association nor formally recognized by the Pakistan Sports Board, yet they remain practically operational.

If such organizations have been receiving financial assistance from government or public resources, it is crucial to determine:

  • Under what legal framework are they operating?
  • Who monitors their activities?
  • To whom are they accountable?
  • Which governance principles apply to them?

The delay in the KP Olympic Association elections is not merely an electoral issue; it is a broader reflection of sports governance, constitutional reforms, transparency, affiliation issues, financial oversight, and institutional accountability.

While the elections will eventually take place once the constitutional amendments are complete, the ultimate question remains: Will a uniform governance standard ever be enforced across all sports organizations, or will different bodies continue to operate under a fragmented web of conflicting rules?
