Sports journalist demands details on coaches, athletes, budgets, facilities, audits and sports quota admissions under Khyber Pakhtunkhwa Right to Information Act.

An extensive Right to Information (RTI) application has been filed with the Public Information Officer of Islamia College University Peshawar, seeking comprehensive records related to the university's sports administration, performance and financial management over the last ten years.

The application, submitted under the Khyber Pakhtunkhwa Right to Information Act 2013 by freelance sports journalist and anchorperson Musarrat Ullah Jan, seeks certified copies of documents concerning sports coaches, trainers, sports officers, athlete admissions, achievements, infrastructure and financial expenditures.

The request seeks details of all coaches, trainers and sports officials currently employed by the university, including their qualifications, coaching certifications, grades, recruitment procedures and appointment status. It also asks for records of coaches appointed, transferred or retired during the past decade.

The application further demands data on athletes developed by the university, their progression to provincial, national and international competitions, and annual admissions granted under the sports quota. It also seeks information on whether reserved sports quota seats remained vacant in any academic year.

In terms of sporting performance, the application requests records of medals won by the university, copies of annual sports reports and details of intra-college, inter-collegiate and inter-university competitions organised over the past ten years.

The RTI application also seeks information on sports infrastructure, including hockey turfs, football and cricket grounds, practice nets, gymnasiums and indoor halls, along with expenditure incurred on their construction, maintenance and upgradation.

Particular attention has been given to financial accountability. The applicant has sought records of annual expenditures on coaching, sports equipment, competitions, travel and ground maintenance, as well as audit reports, inquiry findings and objections, if any, raised regarding sports funds during the last decade.

The application additionally requests details of sports policies, syndicate and senate decisions, strategic planning documents, procurement tenders, revenues generated through facility rentals and participation of coaches and officials in national and international training programmes.

The RTI application states that the requested information would help determine whether the sports system at Islamia College University Peshawar is effectively functioning or exists merely on paper.

Under the Khyber Pakhtunkhwa Right to Information Act 2013, the university is required to respond within the prescribed timeframe and provide the requested information unless exempted under the law.
