Sports Directorate Hostel Allegedly Operated Without Any Stock Register, Raising Questions Over Public Assets

PESHAWAR: Serious administrative lapses have reportedly surfaced in the Khyber Pakhtunkhwa Sports Directorate after it emerged that the official hostel has allegedly been operating for years without a proper stock register, leaving no documented record of government assets, room inventories, or equipment issued to players and officials.

The issue came to light during a recent internal inspection when an official assigned by the Director General Sports asked the hostel superintendent to provide the stock register detailing hostel assets. According to sources, the superintendent responded that no such register existed and that the hostel had simply been handed over verbally by the previous official without any documented inventory.

A stock register is considered one of the most basic administrative requirements in any government institution. It records furniture, electronic equipment, fixtures, room inventories, issuance of items, transfers, and the movement of government property. Without such documentation, it becomes difficult to establish accountability whenever equipment goes missing or is shifted.

Sources further revealed that officials were unable to confirm what assets existed in the hostel before the current superintendent assumed charge. The administration now plans to prepare a fresh inventory covering only the items currently available.

The absence of records has also revived questions about previous incidents. In one case, an LCD television installed for athletes in the hostel was reportedly removed by a senior officer, who allegedly claimed it was his personal property. However, questions remain unanswered about how a privately owned television was installed inside a government hostel and whether any official approval existed for its installation or removal.

In another instance, the large LCD television installed for athletes was reportedly taken away on the grounds that it would be used for CCTV monitoring. Sources question why dedicated monitoring equipment was not arranged separately and who authorized the removal of equipment meant for athletes. The replacement equipment is also reported to be non-functional.

The hostel superintendent's post is in Grade-15, while administrative decisions are often taken by officers in Grade-18 or above. Employees familiar with the system say junior officials frequently become accountable for decisions made by senior officers despite having little authority over asset management.

The recent inspection reportedly marks the first serious attempt to document hostel assets through a formal inventory. However, the revelation that no historical stock register exists has raised broader concerns about financial controls, asset management, and administrative oversight within the Sports Directorate.

The matter is expected to raise questions regarding compliance with government financial rules governing the custody, documentation, and protection of public property.
