PC-I Allocates Rs30 Million for 'Bannu Kabaddi Cup', While Players Claim They Received No Allowances

PESHAWAR: Official planning documents (PC-I) prepared for the "Bannu Kabaddi Cup at Regional Level" proposed a budget of Rs30 million for the event, including travel allowances, sports kits, cash prizes, media coverage, and opening and closing ceremonies.

According to the PC-I, the event budget included:

  • Rs585,000 for Travel and Daily Allowance (TA/DA) for 130 players over three days.
  • Rs135,000 for the purchase of 135 sports shorts (knickers).
  • Rs800,000 for opening and closing ceremony arrangements, including fireworks.
  • Rs500,000 for media promotion, including social media.
  • Rs150,000 for TA/DA of technical officials and organizers.
  • Rs380,000 for trophies, medals, and shields.
  • Rs350,000 for cash prizes for the winning and runner-up teams.
  • Rs100,000 for refreshments.

The total estimated cost of the event was Rs30 million, according to the planning document.

Although the event was titled the "Bannu Kabaddi Cup," it was ultimately held in Sorezai, Peshawar, with officials citing security concerns as the reason for relocating the competition.

However, several players who participated in the tournament have claimed that they did not receive the TA/DA, sports kits, or other benefits mentioned in the PC-I.

The players' claims raise several questions:

  • Were the TA/DA payments for all 130 players actually disbursed?
  • Were the 135 sports shorts purchased and distributed as proposed?
  • Is there documentary evidence, including signed payment vouchers and distribution records, to support the expenditures?
  • Following the change of venue from Bannu to Peshawar, was the PC-I formally revised or approved accordingly?

The available PC-I provides a detailed financial breakdown of the proposed expenditures. However, whether these allocations were actually spent can only be verified through official financial records, utilization certificates, payment vouchers, procurement documents, and audit records.
