One Month On, Islamia College University Yet to Respond to Sports Information Request Under KP RTI Law

PESHAWAR: More than one month after a comprehensive Right to Information (RTI) request was submitted under the Khyber Pakhtunkhwa Right to Information Act, 2013, Islamia College University Peshawar has yet to provide the requested records relating to its sports administration, coaching structure, financial management, infrastructure, and athletic performance.

The RTI application, submitted on June 19, sought certified records covering the past ten years. The request included details of sports officers, coaches, trainers and instructors, their qualifications, recruitment procedures, advertisements for appointments, sports quota admissions, athlete performance, national and international achievements, annual sports budgets, expenditures, audit reports, procurement records, sports facilities, coaching academies, infrastructure maintenance, and decisions taken by the university's governing bodies regarding sports.

According to the applicant, the university has neither supplied the requested information nor issued a formal written response explaining any legal grounds for withholding the records, despite the passage of the statutory response period prescribed under the Khyber Pakhtunkhwa Right to Information Act, 2013.

Following the university's failure to respond, the matter was taken to the Khyber Pakhtunkhwa Information Commission, seeking enforcement of the citizen's legal right to access public information. However, no decision or action has yet been communicated.

Transparency advocates argue that the Right to Information law was enacted to strengthen accountability and ensure citizens have timely access to records held by public institutions. Delays in responding to RTI requests can undermine the objectives of the law and weaken public confidence in institutional transparency.

This report concerns the status of the RTI request and does not draw any conclusions regarding the university's sports administration or financial management. The position of Islamia College University Peshawar and the Khyber Pakhtunkhwa Information Commission will be included if and when their responses are received.
