Transfers of Grade 17 employees in the Khyber Pakhtunkhwa
Sports Directorate have once again come under scrutiny after multiple postings
reportedly failed to remain effective in practice despite official
notifications.
According to sources, several employees transferred a month
ago avoided joining their new postings by using various excuses, including
illness and written applications, effectively delaying or blocking
implementation of the transfer orders. In some offices, a parallel situation
was observed where the official record reflected the transfer, but employees
continued working at their previous stations while drawing salaries from the
new postings.
More concerning, reports suggest that within a month, a
reversal of some transfers has already begun, further weakening the credibility
of the administrative process.
The key question being raised is: if transfers can be undone
so easily, what is the point of issuing notifications in the first place?
Serious concerns are also being raised about enforcement of
the Chief Secretary Khyber Pakhtunkhwa’s transfer policy. Despite its existence
on paper, ground reality suggests inconsistent implementation, leading to
perceptions that the policy remains largely theoretical rather than
operational.
Critics argue that this situation reflects an
“influence-driven system” where official notifications are secondary to
personal access, connections, and informal pressure networks.
There is also growing speculation that the next phase may
involve employees seeking financial claims or allowances following transfers,
further complicating an already questionable administrative process.
Overall, the situation has reignited debate over governance
discipline, transparency, and whether transfer policies in the province are
genuinely enforced or merely exist in documentation.
