Delayed RTI Response Undermines Transparency at Islamia College University, Peshawar

Over a month has passed since a comprehensive Right to Information (RTI) request was submitted to Islamia College University, Peshawar, seeking detailed records concerning its sports administration, coaching structure, financial management, infrastructure, and athletic performance. The university, however, has yet to provide the requested information or a formal explanation for the delay, raising serious concerns about transparency and accountability within the institution.
The RTI application, submitted on June 19 under the Khyber Pakhtunkhwa Right to Information Act, 2013, sought certified records covering the past ten years. This inclusive request included details of sports officers, coaches, and instructors, their qualifications, recruitment procedures, sports quota admissions, athlete achievements, annual sports budgets, expenditures, audit reports, procurement records, and decisions made by the university's governing bodies regarding sports.
Despite the statutory response period prescribed under the KP RTI Act, the university has failed to respond or provide a written justification for withholding the requested records. Following this inaction, the matter was taken to the Khyber Pakhtunkhwa Information Commission, seeking enforcement of the citizen's legal right to access public information. However, no decision or action has yet been communicated.
Transparency advocates emphasize that the RTI law was enacted to strengthen accountability and ensure timely access to public records. Delays in responding to such requests undermine the objectives of the law and weaken public confidence in institutional transparency.
It is crucial that public institutions like Islamia College University uphold their legal obligations under the RTI Act. Timely access to information is vital for holding public bodies accountable and fostering public trust. The university must promptly address this delay and provide the requested information to ensure transparency and accountability in its sports administration.
