Bannu Sub-Division Sports Office Budget Tripled While Key Sports Posts Remained Vacant

BANNU: Official budget and staffing records reviewed by this correspondent reveal that the budget of the Regional Sports Office in Bannu Sub-Division increased by more than three times during the financial year, while key technical positions responsible for sports development remained vacant.

According to the official budget documents, the office was initially allocated Rs. 9.194 million. During the financial year, the allocation was revised upward to Rs. 27.502 million. Official expenditure records show that Rs. 27.260 million was spent, leaving an unspent balance of Rs. 242,106.

The largest increase was recorded under the Sports Promotion head. The original allocation of Rs. 3 million was revised to Rs. 17.631 million, and almost the entire amount was utilized. However, the available budget documents do not specify how these Sports Promotion funds were distributed among tournaments, athlete development, sports equipment, infrastructure, coaching activities, or other sports-related initiatives.

The records also indicate increased spending on conferences and seminars, exhibitions and national events, and printing and publications during the same financial year.

At the same time, staffing records show that the posts of Assistant Sports Officer (BPS-16) and Junior Coach (BPS-10) remained vacant.

The documents further reveal that the responsibilities of the Assistant Sports Officer are currently being performed by an officer serving on deputation, whose parent department is the School Education Department as a school teacher.

The available records raise several important questions:

What justified the threefold increase in the office's budget during the financial year?

How was the Rs. 17.631 million allocated under the Sports Promotion head utilized?

Which sports events, athlete development programs, facilities, or projects in Bannu Sub-Division benefited from these expenditures?

Why have key technical sports positions remained vacant despite substantial spending?

Why is a deputation officer managing the office instead of a regularly appointed Assistant Sports Officer?
