RTI Request Ignored for Months as CCTV Systems at KP Sports Complex Raise Serious Accountability Questions

A formal request filed under the Khyber Pakhtunkhwa Right to Information Act 2013 regarding the security infrastructure of the Peshawar Sports Complex has remained unanswered since July 2025, raising concerns about transparency, record management, and possible irregularities within the Directorate of Sports Khyber Pakhtunkhwa.

The application, submitted to the Public Information Officer (PIO), sought detailed records of CCTV cameras and IT equipment including computers installed across the Directorate. Despite clear legal obligations under the RTI law to respond within a defined timeframe, no official response has reportedly been issued for several months.

Key Issues Raised in the RTI Request

The request specifically asked for:

Total number of CCTV cameras installed at the Peshawar Sports Complex

Breakdown of functional vs non-functional cameras

Installation dates and total expenditure on surveillance systems

Maintenance and repair history of the cameras

Names of vendors or companies responsible for installation and upkeep

Inventory and procurement details of computers used in the Directorate

The concern now being raised is not only the absence of a response but also discrepancies in physical infrastructure reportedly visible on-site.

Allegations and Field Concerns

According to observations referenced in the complaint:

Around 40 CCTV cameras were reportedly installed earlier

Only a small number (around 12) are currently visible or functional

A recent upgrade reportedly added approximately 75 new cameras after a change in senior management

However, questions remain about the disappearance, malfunction, or non-traceability of older surveillance units

These gaps have triggered concerns about whether equipment was removed, replaced, or left undocumented without proper audit trails.

Accountability Gap

The silence from the Public Information Officer is now a central issue. Under the KP RTI Act 2013, public bodies are legally bound to provide information within a stipulated period or issue a written refusal with justification.

 

Failure to respond not only weakens public trust but also raises questions about:

Record transparency in public-funded projects

Monitoring of procurement and maintenance contracts

Internal audit mechanisms within the sports department

Possible administrative negligence or deliberate withholding of information

Unanswered Questions

At this stage, several key questions remain open:

Why has the RTI request remained pending since July 2025?

Where is the audit record for CCTV procurement and maintenance?

What happened to previously installed surveillance infrastructure?

Who is responsible for monitoring equipment lifecycle and accountability?

The issue is no longer limited to a delayed information request. It highlights a broader governance concern around transparency, asset management, and institutional accountability within public sports infrastructure in Khyber Pakhtunkhwa.

Without official clarification, the situation continues to raise serious questions about how public security systems are being managed and documented.
