Questions Raised Over Rs80 Million Sports Equipment Tender for Merged Districts

Fresh
questions are being raised over an approximately Rs80 million sports equipment
procurement for the merged districts under the Khyber Pakhtunkhwa sports
administration, with concerns focusing not only on the purchase itself but on
the transparency of the entire tender process.
Critics and
stakeholders are asking a series of unanswered questions:
Which
company was ultimately awarded the contract?
How many companies participated in the tender?
Which firms technically qualified?
And if the process was transparent, why are the bid opening record, technical
evaluation report, and comparative statement not being made public?
The
controversy comes at a time when regular sports competitions, league
structures, and continuous sporting activities remain largely absent across
many merged districts. Observers argue that the scale of procurement does not
appear to match the current level of sports operations on the ground.
According to
available details, the procurement reportedly includes a wide range of items
such as tracksuits, shoes, socks, footballs, volleyballs, basketballs, hockey
kits, badminton equipment, cricket kits, boxing gear, judo and karate
equipment, kabaddi kits, wushu and taekwondo equipment, futsal items, lacrosse
gear, cycling uniforms, medals, shields, and general trophies.
The issue
has triggered further scrutiny over planning and technical oversight.
Questions
are now being asked about whether qualified coaches, technical experts, or
relevant sports federations were consulted before finalizing the procurement
lists. Concerns have also emerged regarding the inclusion of equipment for
sports activities that reportedly have little or no visible competitive
structure in several merged districts.
Officials
are also being pressed to clarify when and where kabaddi competitions were
recently held that justified separate procurement for the sport. Similarly,
questions remain over which tournaments or events require the purchase of
medals, shields, and general trophies.
Critics say
the central issue is no longer limited to procurement alone, but whether actual
sporting needs were assessed before the tender was designed.
“The key
question is whether the need came first, or whether the contract was decided
first,” one observer said while demanding that all procurement-related records
be released publicly.
Calls are
now growing for the release of complete tender documentation, including
technical evaluation reports, comparative statements, participating company
details, and approval records, to ensure accountability in the use of public
funds allocated for sports development in the merged districts.
