Over Rs. 90 Million Unspent in Secretary Sports, Culture & Tourism Department Despite Rs. 170 Million Budget Allocation

The financial performance of the Secretary Sports, Culture, Tourism & Museums Department (DDO Code PR4896) for the fiscal year 2025–26 has raised concerns over budget utilization and administrative efficiency.

According to official figures, the department was allocated a total budget estimate of Rs. 170.146 million, while actual releases stood slightly higher at Rs. 172.660 million. However, expenditure so far has been recorded at only Rs. 81.981 million, leaving a significant portion of funds—over Rs. 90 million—unutilized.

A closer breakdown shows that the highest spending was recorded under “Employees Related Expenses,” where Rs. 68.462 million was utilized against the allocated amount. In contrast, “Operating Expenses” and “Physical Assets Acquisition” saw partial utilization, while a substantial portion of funds remained unused.

Alarmingly, no expenditure was recorded under “Grants, Subsidies, Write-offs, Loans/Advances,” and minimal or negligible spending was observed in other key categories such as retirement benefits. This raises questions about planning efficiency and execution capacity within the department.

Analysts suggest that such underutilization of development and operational funds may indicate either delays in project implementation or weaknesses in financial management. If continued, this trend could potentially impact the department’s ability to deliver on sports, cultural, and tourism development initiatives effectively.
