Massive Budget Mismatch in KP Tourism Department as Expenditure Reaches Rs. 1.62 Billion Against Minimal Initial Estimates

The financial data of the Secretary Tourism Department, Khyber Pakhtunkhwa (DDO Code PR8252) under the Culture & Tourism setup for the fiscal year 2025–26 reveals a significant and unexplained disparity between the original budget estimates and actual financial flows.

The department was initially allocated a budget estimate of Rs. 87.8 million, however, the total budget release escalated to over Rs. 1.73 billion, while the total expenditure reached Rs. 1.62 billion.

This sharp increase raises serious questions about budget planning, approval mechanisms, and financial transparency within the department.

    • Expenditure: Rs. 51.0 million
  • Operating Expenses:
    • Close to planned utilization with limited deviation.
  • Repairs and Maintenance:
    • Lower-than-expected utilization.

The most critical issue highlighted in this data is the extreme gap between the initial estimate and actual financial movement. A nearly 20-fold increase in released funds suggests either post-budget revisions without clear public disclosure or a parallel allocation mechanism operating outside the original budget framework.

Another major concern is the concentration of over 90% of total expenditure under the A05 Grants/Subsidies head, which lacks detailed public breakdown, raising transparency and accountability questions.

The absence of granular disclosure on how Rs. 1.55 billion in grants were distributed further deepens concerns over financial oversight.

The KP Tourism Department’s financial pattern reflects a system where original budget estimates appear largely symbolic, while actual spending is driven through high-value grant allocations with limited public transparency. This raises serious questions about fiscal discipline and accountability in the province’s tourism sector.
