In multiple instances, expenditures appear under heads that initially show no clearly released allocation, raising questions about budget execution controls and documentation transparency.

The most notable observation comes from budget head A05270 (To Others), commonly associated with sports promotion and related activities. The data shows:

Budget: PKR 6,685,000

Expenditure: PKR 6,684,398

Remaining: PKR 602

This indicates nearly complete utilization of the allocated funds. However, the absence of detailed breakdowns on how these funds were spent leaves an accountability gap, particularly in terms of event-wise or program-wise expenditure disclosure.

Operational heads such as travel, POL charges, stationery, exhibitions, and publicity also show mixed patterns of partial savings and near-full utilization, without clear public-facing justification of outcomes achieved against spending.
