Batagram Playground Project Record Alteration Raises Questions Over Utilization of PKR 475 Million

Serious discrepancies have emerged in official records of the Khyber Pakhtunkhwa Sports Directorate regarding the Batagram Tehsil playground project, raising questions over the utilization and transparency of PKR 475,63,668 (approximately PKR 475 million). The project, approved over a decade ago, remains incomplete despite the release of funds.

According to official documents, the playground project in Batagram was approved in the financial year 2013–14 with an allocated budget of PKR 475.63 million. The funds were subsequently transferred to the account of the Deputy Commissioner Batagram.

Despite the release of the full amount, the project was never completed, raising early concerns about implementation and oversight.

A significant contradiction has been identified between two official communications dated August 19, 2024 (draft) and August 27, 2024 (final).

In the draft letter, it was stated that the former Director Development recommended de-notifying the project site on the basis of “non-availability of funds.”

However, official records indicate that funds had already been released at that time, directly contradicting this justification.

In the final version of the letter, this paragraph was removed entirely. Instead, the explanation was changed, stating that the site was de-notified due to “long-standing disputes and financial constraints.”

This revision introduces a critical inconsistency:

Was the project affected by lack of funds, or financial constraints despite already allocated funds?

Removal of Accountability References

The draft letter clearly mentioned the former Director Development in connection with the decision-making process.

However, this reference was removed in the final version of the document, raising concerns about transparency and accountability.

The deletion of this reference has further blurred the question of responsibility within the administrative structure of the project.

Where Did the PKR 475 Million Go?

The most pressing question remains the status of PKR 475.63 million allocated for the project.

The playground was never completed

No visible functional infrastructure exists

No detailed expenditure breakdown is available in public records

This raises serious concerns about financial tracking and utilization of public funds.

 

Official Response Awaited

Queries were sent to the Director General Sports Khyber Pakhtunkhwa and the Advisor to Sports seeking their official position on the matter. However, no response had been received until the filing of this report.

Why was the wording changed between draft and final letters?

Why was the reference to the former officer removed?

What is the current status of the PKR 475 million allocated funds?

Has any inquiry or audit been initiated into the project?

The discrepancies found in official records of the Batagram playground project, combined with the absence of clear explanations from authorities, raise serious concerns about financial transparency and governance. The issue now extends beyond project failure and highlights broader questions of accountability within the sports infrastructure development system in Khyber Pakhtunkhwa.
