Financial records of the Regional Sports Office Abbottabad for 2025 show that while the office remained within its overall approved budget, unusually high expenditures were recorded under several individual budget heads, raising questions about spending priorities and internal budget adjustments.

According to official records, the office was allocated Rs. 25.35 million for 2025 and spent Rs. 22.35 million, remaining within the total approved limit. However, several expenditure heads recorded spending far above their original allocations.

Rs. 3.5 Million Spent on Machine and Equipment Rent Despite Zero Original Budget

Under A03408-Rent of Machine & Equipment, no original budget was allocated, yet the office recorded Rs. 3.5 million in expenditure.

The spending of such a large amount under a zero-budget head raises questions about planning and approvals.

POL Charges Rise to Rs. 5.47 Million Against Rs. 300,000 Budget

Under A03807-POL Charges, the original budget allocation was Rs. 300,000, but actual expenditure reached Rs. 5.47 million.

This means spending under this head exceeded the original allocation by more than Rs. 5.1 million, making it one of the largest variations in the budget record.

Rs. 7.84 Million Spent Under “To Others”

Under A05270-To Others, the office spent Rs. 7.84 million against an approved allocation of Rs. 2.5 million.

This represents an increase of over Rs. 5.3 million, while the available records provide no detailed breakdown of the expenditures recorded under this category.

The records also show Rs. 1.27 million spent under A01277-Contingent Paid Staff, despite zero original budget allocation.

The appearance of expenditure under an unallocated head may indicate internal reallocation, but requires official clarification.

Additional expenditures recorded in 2025 include:

  • Rs. 602,567 on electricity
  • Rs. 300,000 on travelling allowance
  • Rs. 123,075 on advertising and publicity
  • Rs. 1.27 million on basic pay components

While these expenditures remained within expected ranges, the sharp increases under selected heads stand out in the annual record.

The financial summary shows:

  • Approved Budget: Rs. 25,354,820
  • Total Expenditure: Rs. 22,356,098

Although the Regional Sports Office Abbottabad remained within the total approved budget, the large variances under individual heads suggest substantial reallocations during the financial year.

Financial experts say that such reallocations may be permissible if properly approved, but significant deviations from original allocations require transparency to ensure accountability in public spending.

The 2025 expenditure pattern of the Regional Sports Office Abbottabad highlights the need for clarification from the relevant authorities regarding the basis for these major spending shifts.
