Cabinet Approval vs Implementation: Questions Raised Over Asia Cup Wheelchair Cricket Reward Case

Peshawar — The 50th meeting of the Khyber Pakhtunkhwa
cabinet approved multiple measures aimed at promoting sports and providing
financial support to athletes, including cash rewards for wheelchair cricket
players who participated in the Asia Cup 2023–24. According to the official
statement, the initiative was intended to expand sporting opportunities and
encourage athletes across the province.
However, objections raised after the approval have cast
doubt on the transparency of the process. Several players claim they were part
of the Asia Cup squad but were excluded from the reward list. According to
affected individuals, they were previously denied prize money announced by the
Governor of Khyber Pakhtunkhwa and are now being overlooked again despite the
cabinet’s approval.
The players state that they submitted formal applications
and contacted relevant authorities multiple times, yet no clear explanation or
documented response has been provided. Allegations have also surfaced that the
reward lists were altered after approval, although no official notification or
record has yet been presented to substantiate this claim.
This situation raises critical governance questions:
Was the cabinet’s approval based on individual player names
or only on team/category level?
Who holds the authority to finalize the reward lists?
Is there a discrepancy between the cabinet-approved
framework and the implemented lists?
If changes were made, which authority authorized them and on
what basis?
Sports governance experts note that cabinets typically
approve policies or categories, while verification of player names and
disbursement of funds falls under the jurisdiction of the Sports Directorate or
designated committees. If the list was indeed modified, the issue likely lies
at the implementation level rather than at the policy level.
The affected players have escalated the matter to the
Secretary Sports, Director General Sports, and the Advisor on Sports, and have
indicated the possibility of pursuing legal action.
