After CM’s Online Open Court, Merged Districts Sports Directorate Makes Internal Postings, Keeps Chief Minister in the Dark

Peshawar: Contrary to the assurances and concerns raised during
the Chief Minister of Khyber Pakhtunkhwa’s first online open court, the Merged
Districts Sports Directorate has quietly taken internal administrative
decisions that neither address the core complaint nor reflect the spirit of
transparency promised in the forum.
During the open court, a hockey player complained that
despite having quality sports facilities in Bajaur, no hockey coach had been
posted there. Following this public complaint, expectations were high that the
issue would be resolved promptly. However, the ground reality tells a different
story. Seven sanctioned junior coach posts in Bajaur remain vacant, and no
fresh appointment has been made.
According to sources, instead of directly appointing a
coach, the Sports Directorate opted for an administrative workaround,
attempting to “hit two targets with one arrow.” A staff member originally
appointed as a coach was promoted to Grade 16 and posted in Khyber district as
a Budget and Accounts Officer. He will now enjoy the salary and privileges of a
Budget and Accounts Officer, despite being a coach by cadre, with his pay being
drawn under the administrative post.
At the same time, the Budget and Accounts Officer previously
posted in Khyber has been transferred to Bajaur. While he will continue to receive
his salary as a Budget and Accounts Officer, he will also be assigned
additional coaching responsibilities, effectively being used as a coach without
a formal coaching appointment.
Sources say this arrangement was made under pressure to
accommodate a particular coach in an administrative position. The newly
appointed Director of the Merged Districts Sports Directorate also faced
pressure in this regard. This development indicates that posting and transfer
decisions in the sports administration of the merged districts are being shaped
more by administrative convenience and vested interests than by the needs of
athletes.
Critics argue that through this maneuvering, the Chief
Minister of Khyber Pakhtunkhwa has been kept unaware of the actual situation.
On paper, the complaint raised during the open court appears to have been
addressed, while in practice, preferred individuals have been adjusted into key
positions. The result is a system where a Budget Officer is functioning as a
coach and a coach is drawing pay as a Budget Officer, raising serious questions
about governance, transparency, and accountability in sports administration.
