Secret Hiring, Bank Accounts, Salaries Without Work

An alarming case of alleged administrative and financial
irregularities has surfaced within the Khyber Pakhtunkhwa Sports Directorate’s
flagship “1,000 Sports Facilities” project, raising serious questions about
transparency, misuse of authority, and accountability.
According to sources, a deputy director working on the project
was granted Drawing and Disbursing Officer (DDO) powers for two separate
projects simultaneously. Using these powers, the officer allegedly instructed
that four bank accounts be opened in Dera Ismail Khan on March 20, 2024. These
individuals were shown as employees under a Union Council-level project,
despite the fact that no formal appointment letters had been issued at the
time.
Subsequently, official letters were issued specifically for
opening bank accounts. These documents showed that two individuals were
appointed as office boys and two as junior clerks, all posted in Dera Ismail
Khan. On paper, the process appeared regular. In practice, it was not.
Sources confirm that all four individuals received salaries
for six months and were even paid Eid bonuses. However, none of them were
assigned any actual duties during this period. The situation took a more
troubling turn when, for reasons still unclear, termination notices were issued
to two of the four employees. The remaining two continue to be “employed,” but
their payments are now reportedly being made through mobile accounts instead of
banks.
The letters related to bank account opening and employment
were allegedly issued by Deputy Director (GIS) Zahid. The selective termination
has left the remaining two employees, one junior clerk and one office boy,
deeply distressed. They are now considering legal action and have appealed to
the Chief Minister’s Inspection Team to investigate the matter.
What makes the case more serious is that all four individuals
were hired without any advertisement, competitive process, or documented
selection procedure. There is also no record of duties assigned, attendance
maintained, or work performed. Even the two individuals still on the rolls are
reportedly sitting idle, with no defined responsibilities.
The case raises fundamental questions. On what basis were
salaries and bonuses paid when no work was taken? Why were only two employees
removed while the others continue to receive payments? And how were mobile payment
methods introduced in a government project without clear justification?
This is no longer a dispute limited to a few questionable
appointments. It points to deeper flaws in oversight and financial control
within one of the province’s most publicized sports development initiatives. If
left unchecked, such practices risk undermining public trust and diverting
funds meant for athletes and grassroots sports development.
