KP Government Summons 22 Officials Over Alleged Irregularities in Sports Development Schemes

The Khyber Pakhtunkhwa government has launched a formal investigation into alleged financial and administrative irregularities in two major sports infrastructure projects, summoning 22 officials from multiple provincial departments to appear before the Provincial Inspection Team (PIT).

According to official records, the inquiry has been initiated by the Planning and Development Department following reports of unauthorized expenditures, procedural violations, and deviations from approved project plans under the Annual Development Programme (ADP).

The investigation concerns two province-wide schemes:

“Development of Various Sports Facilities and Repair of Existing Facilities in Khyber Pakhtunkhwa” (ADP No. 1899/18052), and

“Construction of Playgrounds at Union Council Level” (ADP No. 1972/210575).

Under a formal memorandum issued by the authorities, the summoned officers have been directed to appear before the PIT on the specified date and time with written replies to a detailed questionnaire. They have also been instructed to submit complete financial records, approval documents, and implementation reports to explain their respective roles in the execution of the projects.

Sources within the Planning and Development Department said the inspection is examining whether funds were released and utilized without proper authorization, whether approved scopes of work were altered without approval, and whether weaknesses in monitoring and inter-departmental coordination led to misuse of public funds.

The officials summoned belong to departments involved in planning, financing, execution, oversight, and information dissemination of the projects. Those called include representatives from the Energy and Power, Sports, Tourism, Transport, Urban Economics, Planning, Finance, Local Government, Works, Elementary and Secondary Education, Health, Agriculture, Forest, Environment, Industries, Population Welfare, Social Welfare, Higher Education, Information, Law, and Home departments.

Officials appearing before the PIT include Muhammad Zubair, Muhammad Naeem, Muhammad Ali, Muhammad Riaz, Muhammad Javed, Muhammad Saleem, Muhammad Tariq, Muhammad Yaseen, Muhammad Hafeez, Muhammad Nadeem, Muhammad Shakeel, Muhammad Usman, Muhammad Fahad, Muhammad Iqbal, Muhammad Noman, Muhammad Waseem, Muhammad Asif, Muhammad Haris, Muhammad Adnan, Muhammad Sajid, Muhammad Imran, and Muhammad Akram.

Government officials said the outcome of the inquiry may lead to administrative action, recovery of funds, or legal proceedings if violations are established. They added that the inspection is part of an ongoing accountability drive aimed at improving transparency and governance in public sector development projects, particularly in the sports sector.

The probe comes amid increasing scrutiny of sports infrastructure projects across Khyber Pakhtunkhwa, where concerns have been raised about non-functional playgrounds, incomplete facilities, and expenditures that have failed to translate into tangible benefits for athletes and local communities.

Further developments are expected after the Provincial Inspection Team completes its review of the submitted explanations and supporting documents.
