Swimming Scandal: KP Sports Directorate Demands Chlorine Fees Despite Millions in Revenue 🏊

PESHAWAR: The Khyber Pakhtunkhwa (KP) Sports Directorate is facing intense scrutiny over allegations of mismanagement and violation of sports policy, after it reportedly asked individuals learning to swim to pay for chlorine—a basic operational expense—despite generating millions in revenue from its swimming pools.

The controversy centers on the Adil Khan Swimming Pool, which alone has reportedly earned Rs. 12 million ($120,000) in recent months. Sources suggest that the revenue from the Hayatabad Sports Complex pool also remains unutilized, even as the Directorate imposes extra financial costs on athletes and general users.

The KP Swimming Association formally requested the Director General Sports to facilitate swimmer training. The Directorate's official response, however, was a directive for the association to purchase the chlorine and handle cleaning themselves.

Experts argue this stance directly violates Article 7 of the Sports Policy 2018, which clearly states:

"The primary responsibility of the Provincial Sports Directorate is to provide training, facilities, and equipment to athletes and sports organizations, not to impose an additional financial burden on them."

The core issue remains the glaring contradiction between massive earnings and a refusal to cover essential costs. If the Adil Khan pool generated Rs. 12 million, critics question why the public is being forced to cover the cost of chlorine, suggesting the facility is being run purely as a revenue stream rather than for public and athletic development.

Last Fiscal Year's Revenue: Rs. 9.7 million

Current Year's Revenue: Exceeded Rs. 12 million , Despite this increasing income, athletes and coaches are being told to bring their own cleaning and training materials.

The scandal is compounded by serious allegations of administrative malpractice. Sources claim that officials' relatives were hired as lifeguards, with some rapidly promoted from Tube-well Operator to Lifeguard and then to Caretaker, reportedly due to "high-level backing."

In stark contrast, when it comes to supporting athletes and learners, the Directorate quickly resorts to claiming financial difficulty. Legal experts emphasize that by collecting such fees from athletes, the Directorate is potentially violating the Public Funds Regulation Act 2006 and the Sports Policy 2018. These laws mandate that revenue from government sports facilities must be reinvested to improve public services.

This financial and administrative failure raises a critical question: Is the KP Sports Directorate serving athletes or simply generating wealth? There is a growing demand for the Chief Minister of Khyber Pakhtunkhwa to order an immediate audit inquiry to trace the expenditure of the swimming pool revenue and ensure the public is receiving the facilities they are paying for.
