Sports Directorate Quiet on Misuse of Funds and Ghost Players: RTI Uncovers Secret Loopholes in 2023–25 Expenditure

PESHAWAR — The Khyber Pakhtunkhwa Sports Directorate remains tight-lipped to date regarding an official Right to Information (RTI) application submitted on June 23, asking for information on fund disbursements and expenditure during the years 2023–24 and 2024–25.
The RTI, filed under the provincial transparency law, asked for specific records of players and coaches who were paid out of the funds, the reason for disbursement, and information about maintenance contracts — including dates of advertisement and facility upkeep contractors.
But even after the passage of almost four months, the Directorate has not uttered a word, neither responding nor producing any documentation. Therefore, the applicant has already approached the Khyber Pakhtunkhwa Right to Information Commission for non-compliance.
Internal sources in the Directorate attest to the fact that the data requested has the potential to reveal favoritism, abuse of player funds, and anomalies in maintenance contracts. Astonishingly, insiders disclose that certain coaches were able to amass money under the "players" category, taking advantage of their relationship with high-ranking officers.
This purported manipulation has raised important issues around transparency, merit, and accountability of the Sports Directorate. Officials have repeatedly refused to answer questions, not providing any clarification or audit trail to the public.
Analysts say that this silence is part of a larger culture of impunity and insider favoritism, in which public funds intended for athletes' development are quietly siphoned off into the hands of a privileged few.
While the RTI Commission starts analyzing the complaint, there are still more questions raised regarding who gained from these funds, how budgets were sanctioned, and why transparency is being hindered.
