Lack of Transparency in World Bank-Funded Tourism Project in Khyber Pakhtunkhwa Raises Concerns

Peshawar – The Khyber Pakhtunkhwa Integrated Tourism Development (KITE)
Project, funded by the World Bank to promote sustainable tourism in the
province, is facing serious scrutiny over a lack of transparency and
accountability.
Investigative journalist Musarrat Ullah Jan has
revealed that repeated Right to Information (RTI) requests sent to the
responsible local authorities have gone unanswered. Despite the passage of the
legally stipulated period for response, no information has been provided
regarding the utilization of funds, project progress, or related data.
“The public and stakeholders have the right to
know where resources are being allocated and whether the objectives of the
project are being achieved,” said Jan, expressing concern over the delays and
lack of clarity. “The absence of timely responses raises serious questions
about governance and oversight.”
The KITE Project, backed by international
funding, is intended to upgrade tourism infrastructure, preserve heritage sites,
and promote sustainable tourism practices in Khyber Pakhtunkhwa. However,
according to Jan, the local authorities’ failure to respond undermines the
accountability mechanisms expected from both the implementing bodies and the
international donors.
In a formal communication sent to the World
Bank, Jan requested clarity on:
1.
The total funds disbursed to the
KITE Project in Khyber Pakhtunkhwa.
2.
The manner in which these funds
have been utilized to date.
3.
Measures in place to ensure
transparency and accountability at the local level, including donor monitoring.
“International funding intended for
development must achieve its intended goals and maintain public trust. Donors
must ensure transparency and accountability in all funded programs,” Jan
emphasized.
The situation highlights the ongoing challenge of ensuring proper monitoring and reporting of development funds, particularly in projects meant to benefit local communities and stimulate economic growth. The World Bank’s response to this inquiry is being awaited.
