Questions Arise Over Juice Booth at Hayatabad Sports Complex: RTI Filed to Seek Transparency

Severe questions have been raised about a juice stall that
is running within the Hayatabad Sports Complex, belonging to the Directorate
General of Sports Khyber Pakhtunkhwa. As a gesture towards transparency, a
concerned citizen has formally submitted an application under the Khyber
Pakhtunkhwa Right to Information (RTI) Act 2013 requesting complete information
regarding the approval and funding of the stall.
The candidate has asked for information on who gave the
permission to set up the juice stall within the complex and on whose official
or departmental authority this permission has been given. Copies of any written
clearance, file notings, or notices pertaining to this permission have been
sought.
The main issues revolve around the allegation that the stall
was assigned to a young person identified as a "deserving athlete."
The applicant inquires who decided this and on what basis or documentation his
or her inability to fund his or her sporting needs was determined. If
verification or evaluation was indeed done, the respective reports or documents
are requested.
Further explanation is being requested about who built the
stall or its framework—was it government-funded, privately funded, or
constructed by the young man himself? If it was on public funds, the breakdown
of costs has been requested.
The app also asks whether the stallholder has done any investment
from his end and what are the terms and duration of permission for the
operation of the stall. The applicant inquired if there is any formal
agreement, Memorandum of Understanding (MoU), or written terms and conditions
and if the permission is temporary or renewable.
Another essential question brought up is whether such an
opportunity has been given only to this individual or if other people have been
given these privileges in the past. Furthermore, the application asks whether
this deal has been put to any audit or inquiry.
Specifically noteworthy is the question of exemption on
rental: who made the decision that no rent would be paid for the stall and
under what policy or authority?
The RTI request specifies that responses in all cases should
be supported by clear and detailed documentary evidence, such as notifications,
minutes of meetings, letters of approval, and corresponding correspondence.
According to the RTI law, the department in question has a duty to reply within
ten working days.
