Under the
Khyber Pakhtunkhwa Right to Information Act 2013, information about the use,
revenue, and expenditure of the Parang Sports Ground in Charsadda has been
requested. A sports journalist has officially made a request to the District
Sports Officer Charsadda, requesting the full records for the past three
financial years (2023–24, 2024–25, and 2025–26 to date).
The application
asks for an event-wise and monthly list of matches, training camps, and other
activities conducted at the ground, identifying each sport and listing
participating teams and players. It also asks for a segregation of the ground's
income, be it booking charges, gate collections, sponsorships, advertisements,
parking, or other sources, both weekly and monthly.
In addition,
the RTI application requires a breakdown of expenditure, including maintenance,
pitch preparation, utilities, security, cleaning, event management, and sundry
expenses. A list of permanent and daily-wage employees working at the ground
and the District Sports Office, along with their monthly remuneration, has also
been sought.
Furthermore,
the applicant has requested copies of SOPs, policies, and audit reports
regarding the booking and maintenance of the ground. The letter provides the
details that all information must be communicated in PDF or Excel form via
email for the purpose of introducing a paperless system.
Notably, the
RTI application was filed today to the District Sports Officer Charsadda and
the PIO of the Khyber Pakhtunkhwa Sports Directorate. The applicant asserts
that open use of public resources in sporting infrastructure is a fundamental
right of citizens, and all the information should be made available within the
timeline as envisaged under the KP RTI Act.
