Interference or Overseeing in National Sports?

 

Khyber Pakhtunkhwa Hockey Association invokes grave concerns

The Khyber Pakhtunkhwa (KPK) Hockey Association has shown strong criticism to what it terms "unlawful interference" by the Pakistan Sports Board (PSB) and provincial sports directorates in the operations of elected sports authorities.

In a letter to the Pakistan Hockey Federation, the leadership of the association — President Syed Zahir Shah, Chairman Muhammad Saeed Khan (retired IGP Police), and Secretary Hidayatullah — contended that with the 18th Constitutional Amendment, sports fell within provincial jurisdiction. So, the PSB's activity should be confined to coordination alone.

As the letter states, the PSB has no "powers of an authoritarian nature" and has no right to interfere in provincial sports organization structure or governance.

The association charged provincial sports directorates, especially their Director Generals, with conducting multiple meetings with candidates who lost in sports body elections. This, they claim, taints the legitimacy of legally elected associations and lowers the morale of athletes and fans.

The letter also asked why the PSB, if it insists on being able to vet clubs, never accounted for how much was granted to provincial directorates or how grants were spent.

The KPK Hockey Association emphasized that globally, only elected sports organizations are accepted by federations. Referring to the Olympic Charter, the letter reminded that government or state intervention in sports administration is prohibited.

As an example, the association highlighted Pakistan’s star athlete Arshad Nadeem, who made history in javelin throw under the Pakistan Athletics Federation. His achievement, it said, had nothing to do with the PSB, yet officials were quick to take credit after the victory.

The body cautioned that unless PSB and provincial directorates halt "unnecessary and illegal interventions" in the business of sports clubs, national sport will be in perilous danger.

"If such interference continues," the letter summed up, "then only God can save our national sports."

This letter arrives in the midst of a rising tension between government directorates and elected sports associations throughout the nation. Sports analysts say that the tug-of-war being played out is damaging players the most, who already have to contend with the absence of facilities, funds, and adequate training opportunities.
