Peshawar Sports Office Under Scrutiny for Massive Overspending

Peshawar's District Sports Office is under fire for
allegedly spending more than three times its released budget for the fiscal
year 2024-25. This significant financial discrepancy raises serious questions
about transparency and the proper use of public funds meant for sports
development.
The office, operating under the PR21C46 – Sports, Culture,
Tourism & Museum fund, was allocated a total budget of PKR 20.299 million.
However, the government released only PKR 5.455 million. Despite this, the
office reportedly spent an astounding PKR 18.812 million, which is roughly 93%
of its total budget and over four times the amount actually released.
A critical question looms: How were these expenses incurred
without the necessary released funds, and under what authority? If these
expenditures truly fall under the 2024-25 fiscal year, why have there been no
visible sports activities, new talent emerging, training camps, or talent hunt
programs in Peshawar?
Further investigations suggest that the bulk of the District
Sports Office's funds are being consumed by salaries, allowances, and
administrative costs. In stark contrast, very limited amounts are being
allocated for athlete welfare, promotion, coaching, or organizing competitions.
This raises a fundamental concern: if the primary goal of the Sports Department
is to promote sports, why is such a disproportionate focus placed on staff
salaries?
Analysts believe this situation points to a combination of
inexperience, mismanagement, or irresponsible decision-making by the staff.
While it's possible for expenses to be incurred before funds are officially
released based on prior approvals, there's currently no public evidence to
support such a process in this case.
For a dynamic city like Peshawar, sports development is a
crucial need. However, when funds for athletes are scarce and expenses are
predominantly driven by salaries, the core objective of the department is
undermined. There's an urgent call for greater financial transparency and a
genuine commitment to using funds for the betterment of sports.
