Citizen Wants Lala Ayub Hockey Stadium Answered: Billions in Money, Water Bottles in Dispensers?

Peshawar, Khyber Pakhtunkhwa – Peshawar-based senior sports
journalist Musarrat Ullah Jan has officially exercised his constitutional right
to information, requesting a complete record from the Pakistan Sports Board
(PSB) and Directorate of Sports Khyber Pakhtunkhwa on suspected irregularities
in the installation, machinery, repair, and financial handling of the
astro-turf at Lala Ayub Hockey Stadium. His request, under the "Right to
Access to Information Act 2017," demands full disclosure on this public
undertaking, calling for details on a number of key issues.
Jan has asked specifically for figures of the PKR 523.163
million project sanctioned in December 2017 with a precise itemization of the
amount spent on the Lala Ayub Stadium in Peshawar. He further asks for the
entire list of the machinery set up after the turf was installed, including
sprinkler system and water pumps with the names of the purchasing companies and
their prices.

Problems with the turf shrinking and wrinkling first emerged
in February 2023. Jan is currently inquiring about what was done about the
complaints raised by him and is demanding the five-member inquiry committee
report constituted by the PSB. A partial report, he has asked for reasons for
the delay and for production of all files. The citizen is also requesting
information on the money spent on machinery repairs, such as the names of the
repairing firms, work orders, and invoices, so that the use of public funds can
be traced.
Maybe the most shocking question asked in the application is
if it is true that the turf of the stadium is watered every day by pouring
plastic water bottles into the machine manually. If so, he wants to know if any
action or investigation has been undertaken about this shocking practice. Jan
has also asked if a dissenting note was dispatched to ex-DG Khalid Khan on this
issue and asked for the note details and the action taken thereafter.
Additional requests are for details on when and under what
sanction Lala Ayub Hockey Stadium was transferred to the Khyber Pakhtunkhwa
Sports Directorate, requesting records of such legal and administrative
transfer. Lastly, Jan has requested details of the fences, fountains, and other
equipment taken out from the stadium, asking for records of how many of these
exist, and where they are now, particularly if these were transferred or
auctioned.
"This is a public project constructed on national
treasury funds," said Jan in his petition to PSB Islamabad and the
Director Sports KP. "If taxpayers' funds are being used so opaque, it is
the right of every citizen to seek an explanation." He added that a reply
is legally required within 14 days, in case of which he will go to the Pakistan
Information Commission.
