The District Sports Office in Charsadda is facing a storm of
questions over its recent financial conduct. Despite receiving only PKR 24.4
million in government funds for the fiscal year 2024-25, the office managed to
spend an astonishing PKR 42.99 million—nearly double the released amount and a
significant 78% of its total allocated budget of PKR 55.13 million. This
substantial overspending, detailed under the CA21C46 – Sports, Culture, Tourism
& Museum fund, has raised serious concerns about transparency and
accountability.
The glaring discrepancy between funds received and funds
spent has prompted calls for investigation. Questions are swirling: Was this
additional spending authorized? Or were funds illicitly diverted from other
departments? This lack of clarity points to a significant breakdown in
financial oversight.
Sources reveal that the lion's share of the expenditure went
towards salaries, administrative overheads, and staff allowances. In stark
contrast, crucial investments in athlete training, sports facilities, community
activities, and promoting local talent were severely neglected.
Despite the hefty spending, there's little to show for it on
the ground. No major sports events have been held in Charsadda, nor has any new
athletic talent emerged at the district or provincial level. School and
community-level sports initiatives, vital for grassroots development, remain
largely untouched.
Experts suggest this pattern indicates a severe lack of
planning, inexperienced staff, or perhaps a cynical rush to "exhaust
funds" by the end of the fiscal year to secure a larger budget next time.
The situation strongly hints at potential financial irregularities, making an
audit by the Finance Department or Audit Office all but inevitable.
In a district like Charsadda, where nurturing young sporting
talent is paramount, the financial behavior of the District Sports Office is
deeply troubling. When funds meant for athletes are instead consumed by office
expenses, the very purpose of the department is undermined. It's time for a
serious and thorough investigation to ensure accountability and redirect focus
back to the development of sports.
