Sports Directorate's Seniority Snafu: A Web of Confusion and Blame

The KPK Sports Directorate's Establishment Department is facing heavy scrutiny following a convoluted series of events surrounding employee seniority and promotions. At the heart of the controversy is Adnan, an employee from Mardan, whose long-awaited recognition has exposed what many are calling either blatant incompetence or a shrewd game of blame-shifting.
Adnan's ordeal began years ago when he sought permanent employment and his rightful seniority. A writ petition in the Peshawar High Court eventually led to an order for his permanent appointment, effective from his first day. However, for seniority, he was directed back to the Directorate itself.
Despite being made permanent in 2019 and even receiving arrears dating back to 2009, Adnan was inexplicably denied his seniority at that time. Now, in 2025, six years later and following a court order, he has suddenly been placed at the very top of the seniority list. This sudden inclusion, after such a long delay, raises immediate red flags.
Adding to the confusion, a seniority list for Adnan was issued in January 2025, drawing immediate objections. Astonishingly, without addressing these concerns, he was promoted to the next grade on April 23rd. Even the Secretary Sports reportedly reached out to the Directorate for clarification, but a response remains elusive. This whole situation begs the question: Is this sheer administrative blunder, or is there a deliberate strategy at play?
This significant misstep by the Establishment Department has not only created headaches for the current caretaker administration but also highlights a deeper issue: Whose negligence led to Adnan's rightful seniority and promotion, due since 2009, being withheld for so long? It appears the current administration is now left to clean up a mess created by previous tenures.
The timeline of Adnan's case further complicates matters. His permanency was approved during former Director General (DG) Sports Asfandyar Khattak's time. The seniority letter, however, was issued under DG Sports Abdul Nasir Mohmand. Now, the current DG Sports, Tashfeen Haider, is being asked to sign off on it.
This pattern suggests a potential strategy by the Establishment Department to deflect responsibility across three different DGs. Should this matter escalate to court again, they could argue that the initial appointment was made by one DG, the seniority granted by another, and the promotion by a third. This would conveniently allow the Establishment Department to absolve itself of any wrongdoing, effectively passing the buck to former DGs.
