Nine Months of Silence: KP District Sports Officers Don't Answer RTI Query

Even nine months after the RTI request was filed in October
2024, District Sports Officers (DSOs) in Nowshera, Charsadda, Peshawar, Tank,
Swat, and Malakand haven't replied to the RTI query.
The RTI request asked for information regarding sports
activities, club registrations, players' numbers, tournaments conducted, money
earned, and fuel and D.A. expenditures. Up to July 2025, nothing has been
communicated, and no justification has been given.
Fed up with this persistent inaction, the applicant approached
the Khyber Pakhtunkhwa RTI Commission months ago in writing. However, no action
has been taken on the part of the commission as well, which is a serious issue
regarding the enforcement of transparency legislation in the province.
As per sources, the said DSOs are again and again quoting
that they are "busy" and have not been ready to comply with their
legal responsibility. They are maintaining silence in defiance of the KP Right
to Information Act 2013, which requires giving out requested public information
within 15 to 30 days.
What Was Asked in the RTI?
Number and list of registered sports clubs per district
Number of official sports events organized in 2023–24
Player participation statistics
Expenditure on per diems (D.A.) for sports persons
Income derived from sporting events
Fuel and travel costs of the sports bureaus
Issues of Misuse and Bogus Events
The refusal to provide this information has sent warning
signals among sport journalists and civil society. It raises the specter of
phantom sports events possibly having been recorded on paper to cover up
expenses — a practice which has been silently increasing in some areas.
"These delays indicate either there is gross
mismanagement, or authorities are intentionally covering up misuse of funds set
aside for sports development," said a sports governance analyst.
The Khyber Pakhtunkhwa RTI Commission should take prompt
action
All DSOs must be instructed to provide full information
without delay
A performance and audit review of the said DSOs must be
initiated
Disciplinary action must be taken if misappropriation is
established
The people are entitled to know what the taxpayer money is
being used for — and in this instance, the District Sports Offices' silence is
getting more suspicious by the day.
