DSO Peshawar Averse to Disclosing Sports Information, Defies Follow-Up RTI Application

The District Sports Officer (DSO) of Peshawar has been questioned for reportedly concealing important public information regarding sports events and use of funds. On 24th May, 2025, a formal follow-up application was filed under the Khyber Pakhtunkhwa Right to Information (RTI) Act 2013, calling for total disclosure and openness.

The concerned citizen applicant brought to light that a previous RTI application had been submitted on April 4, 2025. Yet, the received response on May 23 was not only delayed but incomplete and ambiguous too.

Major Areas Where Information Was Sought:

1. Information of Sports Promotion Activities (FY 2023–24 and 2024–25)

The applicant insisted:

A complete list of all sports activities and events organized in Peshawar, dates, venue, event nature, and names of any collaborating organizations

Criteria adopted and procedure followed for the selection of players/teams

Names, gender, district, and age group of the selected players, together with information on how they were shortlisted

Total disbursement of daily allowances (DA), travel, accommodation, and meal allowances given to players

2. Fund Utilization

Breakdown of financial details was required for:

Training camps

Purchase/distribution of sports equipment

Allowances and salaries of coaches and staff

Rentals or maintenance of venues

Costs of event organization (food, media, logistics, prizes)

Grants to associations, schools, or clubs

Sources of funds (regular budget/ADP/non-ADP)

Unused or lapsed funds, if any, and the reasons therefor

3. Office Expenses

Although the above response mentioned an annexure of office expenses, there was no such annexure attached therewith. The request now asks for:

Annual spending on salaries, utilities, office upkeep, stationery, fuel, travel, and other administrative expenses

 

4. Audit and Inspection Reports

The DSO did not submit audit or inspection records. The applicant has now particularly requested:

Audit reports for FY 2022–23 and FY 2023–24

Internal or external inspection reports of the department or associated projects

In addition, the applicant politely reminded the DSO that, according to the RTI Act 2013, it is a statutory requirement to reply within 10 working days. Otherwise, there would be a formal complaint to the Khyber Pakhtunkhwa Information Commission.

This RTI request is not only a plea for transparency—it is also a serious question about the actual application of sports money in KP and accountability of public officials in charge of youth development and grassroots sports.
