Bannu Sports Complex Shops Under Investigation: Questions Raised Over Transparent Allotment

Bannu, Khyber Pakhtunkhwa – Serious questions are arising about the allotment of shops in the Bannu Sports Complex. Questions are being raised about the transparency of rents of shops, details of allottees, the auction process, and the record of earnings, putting a shadow on the whole operation.

On July 14, 2025, a citizen submitted a proper application under the RTI Act 2013 to the Directorate of Sports Khyber Pakhtunkhwa and the District Sports Officer, Bannu, asking for clear information in respect of the issue.

The application asks for an explanation about the following key points:

A comprehensive list of all the shops that exist within the Bannu Sports Complex.

The date, process, and rules and regulations under which the shop allotments are made.

The rent for every shop, the tenant's name, and the tenure of their contract.

Whether such shops were rented out by auction or otherwise. If by advertisement, photocopies of the advertisements are asked for.

Information about newly allotted shops during 2023, 2024, and 2025, such as:

Shop number or location

Allottee's full name and CNIC number

Date of allotment

Rent and agreement duration

Whether complaint of any irregularities or illegal process received about allotment of any shop.

Information of total rent earned in the last three years.

As per the citizen, "It is the basic right of the public to know on what basis shops in a government sports complex are being allotted. Is a transparent auction process followed, or are procedures being sidestepped to favor certain people?"

The citizen has cautioned that if this information is not shared in the prescribed 10 days, the issue may be taken to the Khyber Pakhtunkhwa Information Commission and other concerned institutions.

This matter not just questions the financial affairs of the Bannu Sports Complex but also reflects the degree to which commercial ventures in public places are being regulated, or whether they are being dispersed in an unmonitored fashion.
