Purchase of Rs. 5.5 Million Generator for Swat Mini Sports Complex Raises Eyebrows — RTI Response Still Pending
The purchase of a 50KVA diesel generator for the newly established Mini Sports Complex in Swat has come under serious scrutiny, with allegations of overpricing sparking demands for transparency. Despite a formal request submitted under the Khyber Pakhtunkhwa Right to Information Act, 2013 on May 1, 2025, the concerned authorities have yet to respond or provide the requested documentation.
The application, sent to the Director Works of the KP Sports
Department, sought detailed information related to the generator’s procurement,
project costing, and financial approvals — but so far, there has been complete
silence from the department.

The full BOQ (Bill of Quantities) of the Mini Sports Complex
project
Specifications of the 50KVA generator, including model,
manufacturer, pricing, and supplier details
An authenticated copy of the Rate Analysis
Justification and basis for the Rs. 5.5 million price tag +
10% escalation approval
File notings and meeting minutes regarding the purchase
decision
Price comparison with a similar generator procured for
Hayatabad Sports Complex
Details of four running bills of the project
Any audit objections, official memos, or letters issued by
the Auditor General or the Finance Department
Records of any DAC (Departmental Accounts Committee)
meetings or internal inquiries conducted
Deadline Ignored Despite Legal Obligation
Under the RTI Act, the department was bound to respond
within 10 working days, but as of May 16, there has been no reply, nor any
written explanation for the delay.
Sources close to the matter allege that the procurement cost
was highly inflated, reportedly far exceeding prices paid for similar equipment
in previous government projects. It is also believed that the Auditor General
had flagged the purchase, yet the department has maintained silence.
Will Sports Department KP Break the Silence?
“If transparency is claimed, then why the hesitation to
release the documents? This concerns public funds,”
says investigative journalist Musarrat Ullah Jan.
He warns that if the requested information is not provided
soon, the matter will be escalated to the Peshawar Information Commission, and
a detailed public report will be released via media and digital platforms.
The question now looms: Will the KP Sports Department
disclose the facts behind this controversial purchase, or will it too be buried
under official files like many before it?
