Peshawar Sports Complex Tartan Track: A Stalled Project Plaguing Athletes
PESHAWAR, Pakistan – Over three years after advance payment was made to the contractor, the crucial tartan track project at the Peshawar Sports Complex remains unstarted, severely hindering athletic development in the region. This delay comes despite civil work being completed long ago and the original contract issued at a rate of Rs. 920 per square foot.
The project, initiated under former DG Sports Khalid Khan,
falls under the supervision of the Directorate's own Works Department, a body
formed in 2012 and upgraded to a full directorate in 2022. Despite its
established structure, the department has demonstrably failed to ensure the
commencement of this vital facility.
Insiders reveal that the escalating costs of materials and
inflation have rendered execution at the original rate nearly impossible.
Alarmingly, reports indicate that inferior quality work is now being carried
out elsewhere at a staggering Rs. 1420 per square foot, a figure significantly
higher than the initial agreement.
Adding to the controversy, the Works Department has yet to
produce any official report detailing the project's delay, the potential misuse
of funds, or the detrimental impact on the sports community. The asphalt base
for the track has already been laid, a surface experts warn must be covered
within three months to maintain its level and quality. Instead, the site has been
repeatedly used for car races and public events, leading to visible damage and
compromising the structural integrity of the track.
The incomplete facility has forced the regular relocation of
trials and competitions to Kohat, effectively denying Peshawar-based athletes
access to essential training and competition grounds. Perhaps most astonishing
is the Directorate's pervasive silence, with no demands for the return or
justification of the substantial advance payment.
Despite clear rules stipulating penalties and blacklisting
for contractors delaying work, no such action has been taken. This inaction
points to potential bureaucratic neglect, political interference, or deliberate
silence.
The project's timeline has seen three Director Generals of Sports change since its inception, further contributing to a lack of continuity and oversight. The absence of clarity regarding crucial LC (Letter of Credit) or BL (Bill of Lading) documents raises serious questions about the department's commitment to sports infrastructure. This is particularly concerning in a region desperately needing youth engagement and talent development through improved athletic facilities.
