Cracking Down on Stagnation: KP Chief Secretary Transfer Policy Seeks to Revitalize Sports Directorate, Fosters Fairness

 

 

PESHAWAR, Khyber Pakhtunkhwa – In a welcome step towards efficiency and transparency, the two-year transfer policy of the Khyber Pakhtunkhwa Chief Secretary will put much-needed change in the provincial Sports Directorate. Although initial rollout has been stonewalled by interests, the fact that discrepancies are being revealed at all marks an important step towards a fairer, more dynamic public service.

For far too long, a perceived "monopoly" by powerful officers and personnel in the Sports Directorate has resulted in stagnation, as some Grade 16 officers allegedly occupied the same posts for five years or more, usually with unauthorized extra responsibilities. This state of affairs, whereby "strong" staff members allegedly circumvented the Chief Secretary's memorandum while others were consigned to out-of-the-way postings, has raised eyebrows in terms of fairness and accountability.

But the added public debate and scrutiny of these practices are now making it a climate where such malpractices cannot continue unchallenged anymore. The glare on these established transgressions – such as officials collecting pay from new postings while they stay in their old locations, and the abuse of "mutual adjustment" for indefinite postings – is a favorable sign that the policy of the Chief Secretary, even if there was some resistance at first, is having its effect.

Sports circles, long champions of a level playing field, are optimistic that the attention now will force the Directorate to implement the transfer policy to the letter. This is not about transferring people from one office to another; it's about creating a culture of professionalism, injecting new blood into key positions, and ensuring that opportunities and responsibilities are fairly apportioned across the board.

The sustained drive for the enforcement of the two-year transfer policy is a reflection of the Chief Secretary's dedication to good governance. That difficulties persist notwithstanding, higher degrees of awareness and demands for compliance with the policy are good indicators that the times of untested clout are closing in. This drive for openness and accountability will see the Sports Directorate ultimately energized as it ensures improved management of resources as well as a more lively sporting environment throughout Khyber Pakhtunkhwa.
