Rs. 1,53,57,710. That’s what the office had spent under the AD21C46 fund — a whopping Rs. 18 lakh more than the department was actually given.

The numbers didn’t lie, but someone clearly had.

The government had allocated Rs. 1.96 crore on paper. But only Rs. 1.35 crore ever landed in the department’s account. Despite this, the department managed to overspend like they were flush with cash. Magic? Mismanagement? Or something else entirely?
