Transparency Under Scrutiny in Khyber Pakhtunkhwa’s Billion-Rupee '1000 Sports Facilities Project' — RTI Request Still Pending
Serious questions have been raised over the transparency and financial management of the multi-billion-rupee "1000 Sports Facilities Project" launched in Khyber Pakhtunkhwa to promote sports infrastructure across the province. Despite filing a formal Right to Information (RTI) request on May 1, 2025, no response has yet been received from the concerned department, even after 15 days.
Investigative journalist Musarrat Ullah Jan submitted a
detailed request under the Khyber Pakhtunkhwa Right to Information Act, 2013,
seeking critical data from the office of the Project Director of the scheme.
However, the continued silence from the Directorate of Sports has raised
concerns about possible concealment of facts.
What Information Was Requested?
The RTI application demanded clarity on several key
components of the project, including:
District-wise and year-wise breakdown of funds released
between 2020 and 2024
A list of completed, under-construction, and stalled sports
facilities, including location, type, and current status
Names of all Project Directors appointed since inception,
along with details of their hiring process, advertisements, and interviews
List and status of vehicles, machinery, and equipment
purchased under the project — including quantity, type, cost, and current
location
Copies of any audit reports, monitoring or internal review
conducted on the project
List of contractors, scope of contracts, and financial
agreements
Number and status of open-air gyms constructed so far
Mechanisms introduced to ensure transparency and
accountability within the project

Jan warns that if the concerned office fails to provide the
requested data within the legally mandated timeframe, the matter will be taken
to the Peshawar Information Commission and other appropriate legal platforms.
Concerns of Shadow Projects and Paper-Only Progress
Experts argue that mega infrastructure schemes like this
require full transparency to prevent mismanagement and corruption. Sources
indicate that in some districts, facilities exist only on paper, while the
ground reality tells a different story.
Call for Immediate Disclosure
The journalist community and civil society members have
collectively demanded that the details of the project be urgently released to
restore public trust and reinforce the principle of accountability regarding
taxpayers' money.
