Private NGOs and Federations Run by Government Coaches Undermine Sports Institutions
Peshawar – Several coaches and officials affiliated with the Khyber Pakhtunkhwa Sports Directorate are allegedly misusing their official positions, resources, and authority to operate personal NGOs and self-styled sports federations. These practices are not only harming the integrity of sports institutions but also constitute blatant violations of government service rules.
According to credible sources, some coaches are using
government sports complexes and coaching centers to conduct programs under the
banner of their private NGOs. Equipment and donations meant for athletes are
reportedly diverted — in some cases, sold — instead of being distributed to
deserving players.
There are also instances where government coaches have
appointed their family members to leadership roles in their unofficial
federations. These appointments are then allegedly used to seek benefits from
governmental or foreign organizations.
Such practices raise serious ethical and legal concerns,
including violations of the following regulations:

Servants Conduct Rules, 1964:
Rule 4: Prohibits use of official position for personal gain
Rule 12: Bars public servants from associating with private
organizations without prior approval
Rule 13: Declares personal use of government property or
resources as misconduct

🔍 Nepotism and Misuse of
Authority:
Appointing relatives in unofficial sports bodies while
leveraging one’s government role may be treated as corruption under
anti-nepotism provisions, making individuals liable to investigation by the
Anti-Corruption Establishment or Ombudsman Office.
In some reported cases, videos of female and
differently-abled athletes, filmed at government-run facilities, were used in
promotional materials by NGOs without proper consent — a serious breach of
privacy and ethics.
Athletes, coaches, and sports stakeholders across the
province are calling on the Khyber Pakhtunkhwa government to take urgent notice
of the issue. They demand a transparent inquiry and strict punitive action
against those exploiting the name of sports for personal benefit.
