Abbottabad Sports Budget Raises Questions — No Details on Games, Players, or Prize Distribution; Staff Salaries Exceed Activity Spending
Abbottabad: In response to an RTI (Right to Information) request by journalist Musarrat Ullah Jan, the District Sports Officer Abbottabad shared details about the sports budget and activities for fiscal years 2023–24 and 2024–25. However, the information provided raises serious concerns about transparency and accountability.
According to the official document, a total of PKR 3.8 million
was allocated and fully utilized for sports activities in 2023–24. For the
fiscal year 2024–25, the budget has been reduced to PKR 3 million, out of which
PKR 2.25 million has already been spent.
The report claims that 21 sports activities were held in
2023–24 and 33 so far in 2024–25. However, it fails to mention the type of
games played, the exact venues, or how many athletes participated in these
events. There is also no breakdown of expenses per event or any evidence of
public documentation.
It states that financial assistance and cash prizes were
provided to international players, particularly for the National Games 2023 and
the World Special Olympics Games 2024. But again, the report lacks any mention
of how many athletes received funds, how much money was distributed, or the
criteria for selection. Simply stating that support was provided does not meet
the standards of transparency.
One of the most striking observations is the
disproportionate allocation of funds to salaries. While only PKR 3.8 million
was allocated for sports activities in 2023–24, the salary budget was over PKR
12.5 million. For 2024–25, the salary budget has been increased to PKR 13.77
million, more than four times the budget for actual sports promotion.
This imbalance raises serious questions about priorities
within the District Sports Office, where administrative overheads far exceed
actual spending on ground-level sports development.
