Lower Kohistan: Inactive Youth Office Activities and Questions

A report issued by the District Youth Office of Lower Kohistan for the year 2023-24 has revealed several key findings, raising questions about the activities conducted during the fiscal year and their effectiveness. According to the report, the District Youth Office organized various events throughout 2023-24, but the only expenses incurred were for banners, while other activities were carried out with no significant costs or resources. The most surprising aspect of this was that most of the activities took place at Government High School Pattan, where a large number of students participated. However, no activities were held specifically for females.

14th August 2023 (Independence Day): An event was held at Government High School Pattan, with around 300 students attending. The expense for this event was only 2,000 rupees, which was for the cost of the banners.

6th September 2023 (Defense Day): At the same school, 250 students attended the event, and again, only 2,000 rupees were spent on banners.

9th November 2023 (Iqbal Day): Approximately 300 students attended the event, with a similar expense of 2,000 rupees.

Career Counseling Seminar: Held at the same school, where 300 students were awarded certificates, and the cost for banners was 2,000 rupees.

25th December 2023 (Quaid-e-Azam Day): An event was organized at the same school with 200 students in attendance, with an expense of 2,000 rupees.

5th February 2024 (Kashmir Day): Students participated in a walk in Lower and Upper Bazaar, and the cost for this activity was 4,000 rupees.

February 2024 (Dengue Seminar): A seminar was held at the same school with 300 students attending, costing 1,000 rupees.

23rd March 2024 (Resolution Day): Students participated in a walk.

10th April 2024 (Dengue and Congo Virus): A walk was held at the same school with 200 students participating.

Inactive Nature of Activities and Questions: The report also highlighted that no activities were held in July, October, January, May, or June during 2023-24. This suggests that the activities conducted by the District Youth Office were limited to one school, and most of the programs were centered around national days. After the report came to light, the question arose whether these programs were organized by the Education Department, as the department often encourages activities to be held in schools on national days, or if the Youth Office simply added these activities to its list of accomplishments by placing banners. No photographs were provided, which further strengthens this question.

In light of this report, it is crucial to understand that if the District Youth Office did not take these activities seriously and only incurred nominal expenses, it could have an impact on the benefits and opportunities for youth. While most programs focused on national holidays, the actual impact and results of these activities are being questioned.

This report sheds light on the state of youth activities in Lower Kohistan, where limited resources and inactive implementation have undermined the effectiveness of these activities. It raises questions about whether the primary goal of these programs was to benefit the youth or if they were organized merely for show. Moreover, the fact that programs were only organized for students indicates that the District Youth Office's activities in Lower Kohistan were limited to students, with no programs for female participants.
