Land allocation for sports complexes in KP raises questions over transparency and section four removal

issues in land allocation for construction of sports complexes in Khyber
Pakhtunkhwa came to light as a result of a critical application submitted to
the Provincial Sports Directorate on December 6, 2023. Despite nearly a year of
inaction by the Directorate, not a single piece of evidence or communication
came out as proof of implementation of the Right to Information (RTI) Act and
its approach toward handling public funds.
Key questions raised in the application include:
Land Allocation Details: What is the total amount of land
allocated by the Sports Directorate for sports complexes in the province and
was Section Four imposed on the purchase of these lands?
Land Price and Size: What was the price charged for the land
allocated for sports complexes in different regions of the province, and how
many kanals did each plot consist of?
New Sports Complexes: Where were new sports complexes
planned in Peshawar and Battagram, and who owned the land on which they were to
be built?
Section Four Removal: Was Section Four removed from the land
allocated for sports complexes in Peshawar and Battagram, and who approved this
action?
Future sports complexes: Has the Director of Development of
the Sports Directorate identified new locations for future sports complexes?
Will these sites have Section Four removed, and how are such decisions made?
The RTI application pending since almost a year highlights
the continued disregard of the Directorate towards public accountability. This
suggests either that it does not care much about the RTI Act or it is expecting
not to face any consequence by withholding information.
The situation becomes even more complicated by allegations
that, during the caretaker government, Section Four was withdrawn from lands in
Peshawar and Battagram with the help of certain individuals. These areas, which
were once allocated for sports complexes, have now been converted into housing
colonies. Moreover, it is alleged that attempts were made to withdraw allocated
funds in Battagram through fraudulent documents from the Finance Department,
which remains hidden from the public eye.
This raises the fundamental question: Does the public not
have the right to know how their tax money is being spent and what is happening
to land allocated for public projects? The lack of transparency surrounding
these transactions is a matter of concern for both the public and those
involved in the sports sector.
