"Government Incurs Rs. 11.725 Million Loss Due to High-Cost Flooring at Hayatabad Sports Complex Expansion Project"

 

 

The government faced a financial setback of Rs. 11.725 million due to high rates approved for a flooring project at the Hayatabad Sports Complex in Peshawar. The project, “Extension of Male Gymnasium,” was awarded to M/S Khaki Builders for Rs. 99.93 million, with a deadline set for June 30, 2023. As of the latest billing, the project expenditure had reached Rs. 114.917 million.

In a specific instance, the contractor was paid Rs. 14.875 million to provide and install high-quality floor mats at a rate of Rs. 4,250 per unit for 3,500 pieces. This rate is significantly higher compared to similar items provided at Rs. 900 per square foot at another facility, the Female Indoor Gym in Swat. Without proper rate analysis or approvals, this discrepancy raises questions about the expenditure.

The item, however, was reportedly neither provided nor installed as the structural work of the gymnasium extension was still underway. Weak internal controls have been identified as a key factor in this oversight. Although the Sports Department had committed to providing detailed clarifications in December 2023, no conclusive departmental audit committee (DAC) meeting has been held to address the issue.

To prevent further financial losses, a thorough inquiry and immediate corrective actions are recommended to ensure accountability and transparency.
