Major Financial and Management Issues Found in Audit of Khyber Pakhtunkhwa Sports Department
Peshawar , The results of the Audit Report for 2022-23
reveal serious management and financial issues plaguing the Khyber Pakhtunkhwa
Sports and Culture Department. Serious irregularities amounting to Rs.
8,769.373 million were reported. A recovery of Rs. 220.232 million was also
noticed.
The other important observation done was that the department
failed to present management replies in the initial phase of the exit meetings.
In most cases, it could be observed that contracts were awarded irregularly,
and advance payments had been made based on the fake measurements. This
significantly contributed to mismanagement in finance.
The report further highlights the Provincial Sports
Management Committee, constituted under the Khyber Pakhtunkhwa Sports &
Youth Policy 2018. Though this committee was supposed to oversee all the
critical decisions on managing the sports facilities and disbursals for
coaching programmes and for sports organizations, so far it has remained
non-functional. It hasn't held a single meeting since its formation in 2020,
meaning it has failed to perform any of its key functions. This lapse in
governance can be considered an outcome of weak internal controls within the
department.
According to others, among them the 2018 sports policy, the
committee was entitled to give strategic guidance on the implementation of
sports programs both at local and international levels; manage funds, and
collaborate with educational institutions to integrate sports into curricula.
However, none of the above achievements was met.
Though the department had assured furnishing a comprehensive
reply, no Departmental Accounts Committee meeting was scheduled or held, even
after a request was sent on January 5, 2024. The report calls for the immediate
implementation of the 2018 Sports & Youth Policy in letter and spirit to
address these critical issues.
