Unimplemented Restructuring Leaves District Sports Officer Positions Intact Despite Approval

 

 

Peshawar,   Pakistan , Despite the passage of more than five years in the provincial sports directorate, the approved abolition of the district sports officer (DSO) positions remains unimplemented. This has resulted in the expenditure of crores of rupees on seven different district sports officers over the past five years, raising concerns over the misuse of funds. The administrative officers' incompetence has led to a ballooning of salaries and allowances, and a disturbing silence surrounds this issue.

 

The Finance Department had approved the abolition of DSO positions in various districts, including Mardan, Peshawar, Abbottabad, DI Khan, Malakand, Kohat, and Bannu. However, these positions still exist, and the vacancies, scheduled to be eliminated in 2018, persist without any clear reasons for the delay.

 

The restructuring process, approved by Chief Minister Khyber Pakhtunkhwa, Secretary Sports, and Chief Secretary, involved the creation of one DG of grade 20, four deputy directors of grade 18, seven regional sports officers of grade 18, four assistant directors of grade 17, and seventeen senior coaches.

 

Sources from the Provincial Ministry of Sports reveal that the restructuring, initiated in March 2018, aimed to assign duties to the Regional Sports Office across seven different divisions. The plan included the abolition of District Sports Officer positions and the transfer of their powers to Regional Sports Officers, a move approved by the Provincial Finance Department.

 

However, the implementation of this plan has faced obstacles, with Regional Sports Officers and District Sports Officers simultaneously working in the same districts. Disputes have arisen, particularly concerning accounts, as the restructuring process transferred the powers of District Drawing Officers (DDOs) to Regional Sports Officers. Despite attempts to inform the director generals about these issues, silence prevails, leading to disruptions in sports activities across different districts.

 

The lack of action on illegal appointments and the wastage of public taxes in these working districts after the restructuring process has raised concerns about accountability and transparency. The call for immediate attention to address these issues is crucial for the effective functioning of the sports directorate in the province.
